PATIENTREACTION GOVERNANCE FRAMEWORK

SECTION 1 — PURPOSE, SCOPE, AND LEGAL AUTHORITY
This Governance Framework (“Framework”) establishes the operational structure,
system design principles, legal positioning, and allocation of responsibility governing
PatientReaction and its platform (the “Platform”).
It defines the role and limitations of PatientReaction, clarifies the independent nature
of user-generated content, and allocates responsibility exclusively to users for all content,
interpretation, and decision-making.
This Framework applies to all users, contributors, and interactions within the Platform,
including content creation, engagement, communication, and use of Platform functionality.
This Framework is incorporated into and operates in conjunction with the Terms of Use,
Privacy Policy, Transparency Policy, and Community Guidelines,
which collectively form the PatientReaction legal structure.
This Framework does not create independent rights, obligations, or remedies.
In the event of any conflict or inconsistency, the Terms of Use shall control
to the fullest extent permitted by law.
PatientReaction operates exclusively within the United States and is governed solely by
applicable federal and state laws of the United States, including the laws of the State of New York.
The Platform is not intended for use outside the United States,
and any such use is undertaken solely at the user’s own risk.
Nothing in this Framework shall be construed to create any duty,
obligation, or standard of care on the part of PatientReaction.
SECTION 2 — PLATFORM ROLE, STATUS, AND NEUTRALITY
PatientReaction operates solely as a passive, neutral intermediary technology platform
that enables users to share personal healthcare-related experiences.

does not employ, supervise, credential, evaluate, rank, compare, recommend, or endorse providers

content is presented without interpretation, prioritization, or modification intended to influence decisions
SECTION 3 — CONTENT GOVERNANCE MODEL AND LIMITATIONS
The Platform operates exclusively as a user-generated content environment.
All content is created, submitted, and controlled by users.

PatientReaction does not create, edit, verify, validate, investigate, or confirm content

content may be incomplete, inaccurate, biased, misleading, or unreliable

content constitutes subjective opinion or personal experience

content does not represent objective fact or professional assessment

PatientReaction does not determine truth or falsity of statements

users are solely responsible for compliance with applicable laws
SECTION 4 — PLATFORM IMMUNITY AND LEGAL PROTECTION
PatientReaction operates as an interactive computer service provider under
Section 230 of the Communications Decency Act (47 U.S.C. § 230).

assumes no liability for inaccuracies, misleading information, or reputational harm

facilitates expression of user experiences and opinions

does not create, develop, or control user expression
SECTION 5 — MODERATION, ENFORCEMENT, AND DISCRETION
PatientReaction may, but is not required to:
- monitor content or user activity
- review content for compliance
- remove or restrict content
- suspend or terminate user accounts
Moderation and enforcement actions are:
- discretionary
- non-uniform
- selective
- not continuous

PatientReaction has no obligation to act on reports or violations

moderation activity does not imply endorsement, validation, or approval

no consistency or predictability in enforcement is guaranteed

past actions do not establish precedent or expectation
SECTION 6 — RISK ALLOCATION, NON-RELIANCE, AND CAUSATION DISCLAIMER
PatientReaction operates under a strict allocation of responsibility in which all risks associated
with content, interpretation, and decision-making are assumed solely by users.

all content is unverified and may be inaccurate, incomplete, misleading, or unreliable

users agree not to rely on the Platform for medical or professional decisions

users should consult qualified professionals where appropriate

PatientReaction does not cause, influence, direct, or control user decisions or outcomes

any connection between content and user behavior is incidental and indirect

all claims of causation are expressly disclaimed
SECTION 7 — NO DUTY, NO OBLIGATION, AND LIMITATION OF RESPONSIBILITY
PatientReaction assumes no duty, obligation, or responsibility of any kind
with respect to content, user conduct, or Platform activity.

no duty to prevent harm, warn users, or enforce compliance

no policy, action, or inaction creates a legal duty or standard of care

presence of content does not imply credibility, accuracy, reliability, or legitimacy
SECTION 8 — PLATFORM CONTROL AND ACCESS RIGHTS

access to the Platform is a privilege and not a right

PatientReaction retains sole ownership and control over the Platform

access may be modified, restricted, suspended, or terminated at any time
-
actions may occur for any reason or no reason without liability
SECTION 9 — VERSION CONTROL, MODIFICATIONS, AND ACCEPTANCE

Framework is subject to version control and modification

PatientReaction may modify, revise, update, replace, or discontinue the Framework
-
modifications become effective immediately upon posting unless stated otherwise
-
continued access or use constitutes acceptance of the current version
-
users may be required to affirmatively accept updated versions
-
failure to accept may result in restricted or terminated access
-
electronic acceptance records may be maintained as evidence
In the event of any dispute, the version recorded by PatientReaction as accepted by the user shall control.
SECTION 10 — INTERPRETATION AND LIMITATION PRINCIPLE

all provisions shall be interpreted broadly to maximize limitation of liability,
disclaimer of responsibility, and allocation of risk to users

ambiguities shall be resolved in favor of limiting liability and responsibility
